Actually I just checked again and the predictor does suggest a HP move is likely, but it's not a strong indicator of HP.

Does that mean in and of itself its not strong but when the stronger indicators are present this one increases the likelihood of HP?

It's a strong indicator that a move is on soon.
Yes when combined with 17 other predictors it adds to total score.
If total score at least 14 then at least 90 pc chance its HP.
